Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, the California State University, under the administration of the Trustees of the California State University, and the University of California, under the administration of the Regents of the University of California, as segments of public postsecondary education in this state. Existing law establishes community college districts, locations of the California State University, and campuses of the University of California throughout the state.Existing law requires each California Community College and each California State University campus to designate a staff person as the basic needs coordinator to, among other things, act as a broker in identifying, supporting, and linking students to on- and off-campus housing, food, mental health, and other basic needs services and resources.Existing law establishes the State Department of Social Services and requires the department and the counties to administer public social services programs. Existing law requires a county human services agency to designate at least one employee as a staff liaison to serve as a point of contact for academic counselors and other professional staff at a campus of an institution of public higher education located within the county. Existing law requires a county human services agency, with input from the public institutions of higher learning in the county, to develop protocols for engagement between the agency and a campus of an institution of public higher education located within the county and encourages those entities to consult with specified stakeholders in the development of those protocols.This bill would require a county human services agency to additionally receive input from basic needs directors, basic needs coordinators, or designated staff, as specified, when developing the above-described protocols for engagement between the county human services agency and institutions of public higher education. The bill would require the department, in consultation with staff liaisons and basic needs directors or basic needs coordinators, to develop a training with a focus on public social services topics, as specified, to be available for basic needs directors, staff of a campus basic needs center, other designated professional staff from each campus of an institution of higher education, and eligibility workers. The bill would require the department to convene a workgroup to share best practices, address challenges, and identify statewide issues that includes county staff liaisons and representatives from the segments of postsecondary education, as specified. By imposing additional duties on counties, this bill would impose a state-mandated local program. This bill would require the department, on or before May 1, 2027, and every 3 years thereafter, to submit a report to the Legislature with findings and recommendations relating to enrollment success trends, best practices, and services offered by the department that may be available to students attending a campus of an institution of public higher education.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

Existing law requires each Basic Needs Center to, among other things, connect students to the financial aid department or financial aid office, as appropriate, to ensure that students are receiving all available financial aid.This bill would expand the definition of basic needs services and resources to include childcare services and resources, as defined, and would authorize that childcare services and support to include direct financial and service support. The bill would explicitly state that all available financial aid includes supplemental awards such as the Cal Grant award for students with dependent children. If a campus has an existing center or office that supports parenting students, the bill would authorize a Basic Needs Center to direct that student to the student parent center or office if the student would be better served by that center or office.Existing law requires each campus of the California State University and the California Community Colleges, and requests each campus of the University of California, to host on its internet website a student parent internet web page that contains information that clearly lists all on- and off-campus student parent services and resources, as specified.This bill would require the financial aid office of each campus of the California Community Colleges and the California State University, and request the financial aid office of each campus of the University of California, to provide students with dependent children information on the campus’ childcare development center and childcare offerings, if applicable, a referral to the campus Basic Needs Center, and information on supplemental awards such as the Cal Grant award for students with dependent children, as provided.Existing law authorizes public postsecondary institutions to establish and maintain child development programs on or near their campuses.This bill would require child development programs or preschools established by the California Community Colleges and the California State University, and request child development programs or preschools established by the University of California, to provide students with dependent children seeking childcare with a referral to the campus Basic Needs Center and the campus’ financial aid office, as specified.By imposing additional duties on community college districts, this bill would impose a state-mandated local program.This bill would incorporate additional changes to Section 66023.5 of the Education Code proposed by SB 148 and AB 148 to be operative only if this bill and either SB 148 or AB 148 are enacted and this bill is enacted last.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Existing law establishes the California State University, under the administration of the Trustees of the California State University, as one of the segments of public postsecondary education in the state.Existing law establishes the Student Aid Commission as the primary state agency for the administration of state-authorized student financial aid programs available to students attending all segments of postsecondary education.This bill, subject to an appropriation by the Legislature, would establish the Financial Assistance for Students Experiencing Homelessness Pilot Program, administered by each participating campus, to provide financial assistance at 4 California State University campuses to California residents, or specified students who are exempt from paying nonresident tuition, who (1) have been accepted for enrollment at one of those campuses, (2) were homeless at any time during high school, and (3) will be between 17 and 26 years of age, inclusive, upon receipt of assistance.This bill would require, commencing with the 2026–27 academic year, each participating campus to provide financial assistance for the balance of the qualifying student’s cost of attendance that exceeds the financial aid, excluding federal loans, the qualifying student receives during the first 4 years the qualifying student participates in the pilot program. The bill would require the qualifying student to meet certain requirements to receive financial assistance under the pilot program, as specified. The bill would require each participating campus to adopt policies to administer the pilot program and to designate one existing employee as a liaison for qualifying students and prospective qualifying students, as provided.This bill would require the office of the Chancellor of the California State University, on or before December 31, 2030, to submit a report to the Legislature evaluating the efficacy of the pilot program based on specified data collected from each participating campus, as provided.This bill would make these provisions inoperative on July 1, 2031, and would repeal them as of January 1, 2032.

Existing law authorizes the commission to, among other things, expend funds for purposes of disseminating information about all institutional, state, and federal student aid programs to potential applicants, and requires that distribution of information to primarily focus on potential applicants with the greatest financial need. Existing law requires the commission, in the event that the Financial Aid Shopping Sheet developed by the United States Department of Education is no longer available, to develop, in consultation with the Bureau for Private Postsecondary Education, a similar form that the above-described postsecondary educational institutions would be required to use instead. Existing law requires the form to provide students and their families with information including, but not limited to, grant and scholarship opportunities and net costs associated with attendance at an institution.Existing law, the Community College Student Financial Aid Outreach Program, requires the commission, in consultation with the office of the Chancellor of the California Community Colleges, to develop and administer the program for the purpose of providing financial aid training to high school and community college counselors and advisers who work with students planning to attend or attending a community college, as specified. Existing law requires the training to also address the specific needs of community college students intending to transfer to a four-year institution of higher education, foster youth and former foster youth, homeless youth and former homeless youth, and students with disabilities.This bill would require the commission, on or before July 1, 2027, to develop guidance for school districts, county offices of education, charter schools, and public libraries on how to use online technology platforms to assist low-income pupils, foster youth, and undocumented families in accessing student financial aid. The bill would require the guidance to include information on how to use online technology platforms that do certain things, including, among other things, providing clear, accurate, and comprehensive information about the cost of colleges and universities and the availability of financial aid that is specifically tailored to the student’s unique educational and financial circumstances. The bill would require the commission, on or before July 1, 2027, to offer a training program for school counselors and administrators and community-based organizations on the guidance, and to implement a multilingual media campaign targeting underserved communities to raise awareness of available online technology platforms relating to the guidance.Existing law establishes the California Community Colleges, the California State University, the University of California, independent institutions of higher education, and private postsecondary educational institutions as the segments of postsecondary education in the state. The missions and functions of these segments are set forth in the Donahoe Higher Education Act.This bill would make nonsubstantive changes in a provision that, for purposes of the Donahoe Higher Education Act, designates the segments of public postsecondary education as the California Community Colleges, the California State University, and the University of California, as specified, and defines independent institutions of higher education for these purposes.
